According to the press conference held by the Information Office of Shandong Provincial People’s Government on March 2, Shandong recently issued the “Measures on Carrying out the ‘Revitalizing Shandong with Vocational Skills’ Campaign and Strengthening the Building of Skilled Talent Team”, proposing to build a complete system of training, employment, evaluation, and incentive of skilled talents during the 14th Five-Year Plan period (2021-2025), striving to have more than 3.8 million high-skilled talents in the province by 2025.
According to Hou Fudong, deputy director of Human Resources and Social Security Department of Shandong Province, Shandong proposes to “promote training” with greater efforts to improve employment and entrepreneurship capabilities. During the 14th Five-Year Plan period, Shandong will increase efforts to organize enterprise employees to participate in technician and senior technician training, with the number of participants increasing from 10,000 per year during the 13th Five-Year Plan period to 20,000 per year. Meanwhile, apprenticeship training integrating production and education will be fully implemented in the province.
Shandong will also provide greater awards and incentives to leading talents and improve their treatment. Shandong stipulates that, in addition to the national subsidy of 100,000 yuan, a bonus of no less than 100,000 yuan will be granted to builder units of National Skilled Master Studio based on performance appraisal.
In terms of talent evaluation, Shandong proposes to improve enterprises’ independence and vitality in employment, with independent evaluation of skilled talents by enterprises fully implemented, and independent recognition of professional skill level by enterprises realized.
